Calculation Methodology
Calculations are based on the methodology proposed by the Brookings Institution in the study "Calculating the global economic cost of internet shutdowns". This methodology links economic losses to the share of the digital economy in the gross domestic product.
We have improved this approach by including the "Regional Digital Economy Development Index" in the formula. This index, calculated on the basis of Rosstat data, reflects the level of penetration and use of digital technologies in the economy and social sphere of a specific region. This allows for a more accurate and differentiated estimate of losses, taking into account the digital divide between the constituent entities of the Russian Federation.
